Here you ask for the presence of an OPERATIONAL AND FUNCTIONING infrastructure asset. For instance, if there’s a secondary school in the kitongoji but it doesn’t function (just buildings with no teachers, no books…), then there is no school in the kitongoji. However, if there is a an operational and functioning infrastructure asset in the kitongoji, then there is one in the kitongoji, even if people decide not to got to it for its services.
