Series Information
Household Income and Expenditure Survey 1995-1996 was conducted by the Department of Census and Statistics under the National Household Sample Survey program. This survey is the fourth in the series of income and expenditure surveys conducted once in every five years. As there are few areas in the Northern and Eastern provinces, which are not conductive for this type of survey operation, these two provinces were not covered in this survey.
This survey was done in twelve monthly rounds and was conducted during the period from November 1995 to October 1996 and covered a sample of 21220 housing units. The sample was equally allocated among 12 months to capture the seasonal variation of incme and expenditure values of the households.

Abstract
The survey provides comprehensive information on household income, individual income, household expenditure, per capita expenditure etc. which are required to study the living conditions and nutritional status of the different segments of population.

Notes
The 1995-1996 Sri Lanka Household Income and Expenditure Survey covered the following topics:
- Identification (including household ID, area identifications, PSU)
- Demographic Characteristics
· Personal information
· Individual's economic activities (for persons age 10 and above)
· Total land area owned and or cultivated by any member/s of household (excluding boarders, lodgers and servants)
- Expenditure
· Daily consumption on food, drink, and tobacco
· Household expenditure on housing, fuel and light, non-durable goods, services and consumer durables etc.
· Expenditure on housing, fuel and light, non-durable goods, services and consumer durables of boarders and non domestic servants
· Receipts and disbursements during last year (main household, including servants and excluding boarders, lodgers)

Sampling Procedure
Sample Design
A multi-stage stratified random sample design was used in this survey. Sectors of the district are the domains for stratification. Master sample frame prepared for Demographic Survey 1994 was used in this survey. There were about 4000 Primary Sampling Units (PSUs) in this frame. From thus frames, sample of 1061 PSU's were drawn for Income and Expenditure Survey 1995/96. From each sampled PSU, 20 numbers of housing units (final sampling units) were drawn to reach a sample of 21,220 housing units. Therefore the weighting factors calculated for Income and Expenditure Survey 1995/96 were based on the corresponding factors of the Demographic Survey 1994.
Sample Allocation
The district and sector allocation of the number of housing units to be surveyed was done proportionate to the square root of the total number of housing units in the district and sector. However selected areas under the urban sector of the Colombo district and the Gampaha district were over sampled to obtain a better representative sample and to obtain weighting factors for computation of Consumer Price Indices.

Supervision
The field officers (statistical officers) were supervised by the personnel above them in the organization hierarchy such as Statisticians, Deputy Directors & statisticians attach to the Sample Survey Division.

Field Data Collection
Data collection in the field was done by the statistical officers attached to the Divisional Secretariats under each District. The allocated number of blocks for the District that is to be surveyed in the month was equally distributed among the available weeks of the month. A fresh listing of total housing units belonging to the block was done one month before the survey and selection of the SSU's were made from this updated list.
The data collection was done in three visits made to each household. On Monday, the demographic and income related data were collected into the survey schedule and the members of the households were educated to report the consumption of different items in the week. A separate sheet was provided to record the consumption during the rest of the week by the members of the households. A second visit was made in the mid-week to supervise the households recording consumption. The report was collected back after making the necessary corrections in the third visit made on the following Sunday.
Data collection in the field was done by the statistical officers attached to the Divisional Secretariats under each District. (3) Household income (Monetary and Non-monetary income)
The demographic characteristics and usual activities of the inmates belonging to the household are reported in the Demographic section of the schedule and close relatives temporarily living away are also listed in the section. Expenditure section has two sub sections to report food and non-food consumption data separately. Expenditure incurred on their own decisions by boarders and servants are recorded in the sub section under the expenditure section. The income has seven sub sections categorized according to the main sources of income.

Data was processed at District level. Data processing included the following steps:
1. Counting and accepting the filled questionnaires by the DP Division
2. Do a visual check for completeness
3. Preliminary editing and marking codes
4. Entry of data
5. Run edit program for each District batch
6. Produce error report and return to the Survey office
7. Correction of errors on the report
8. Change incorrect data using the corrected error report
9. Re-run the edit program and repeat the error correction procedure
10. Produce final report on clean data with a backup of clean data.
After all batches have been processed, all data files were combined together and then the following steps were completed for all the data files:
11) Re-coding of variables needed for analysis
12) Adding of sample weights
13) Tabulations

Under the Statistical ordinance, micro data cannot be released with identifications for public use. Procedures are in place to ensure that information relating to any particular individual person, household or undertaking will be kept strictly confidential and will not be divulged to external parties. Information on individual or individual Household/establishment will not be divulged or published in such a form that will facilitate the identification of any particular person or establishment as the data have been collected under the Census/Statistical ordinance, according to which the information at individual level cannot be divulged and such information is strictly confidential.
Access conditions
The dataset has been anonymized and is available as a Public Use Dataset. It is accessible to all for statistical and research purposes only, under the following terms and conditions:
1. The data and other materials will not be redistributed or sold to other individuals, institutions, or organizations without the written agreement.
2. The data will be used for statistical and scientific research purposes only. They will be used solely for reporting of aggregated information, and not for investigation of specific individuals or organizations.
3. No attempt will be made to re-identify respondents, and no use will be made of the identity of any person or establishment discovered inadvertently.
4. No attempt will be made to produce links among datasets provided by the Department or among data from the Department and other datasets that could identify individuals or organizations.
5. Any books, articles, conference papers, theses, dissertations, reports, or other publications that employ data obtained from the Department will cite the source of data in accordance with the Citation Requirement provided with each dataset.
6. An electronic copy of all reports and publications based on the requested data will be sent to the Department
The following rules apply to micro data released by the Department of Census and Statistics.
• Only the requests of Government Institutions, Recognized Universities, Students, and selected international agencies are entertained. However, the Data users are required to strictly adhere to
the terms stipulated in the agreement form.
• All the data requests should be made to Director General (DG) of the DCS as the sole authority of releasing data is vested with the DG, DCS. DCS of Sri Lanka reserves sole right to approve or reject any data request made depending on the confidential nature of the data set and intended purpose of the study or analysis.
• Requests for micro data should be made through the agreement form designed by DCS for this purpose (Form D.R.1). The agreement form should be filled in triplicate and the Study/project proposal should accompany the filled agreement form. If requests are made for the micro data of more than one survey, a separate agreement should be signed.
• If the data request is from a student a letter from the respective Dept. Head/Dean/Supervisor, recommending the issue of data, should also be accompanied.
• If the request is approved only 25% of the data file is released at the first stage. The release of the total data file is considered only after reviewing the draft report prepared on the basis of the 25% sample data file.
• The released Data file should be used only for the specific study/Analysis mentioned in the agreement form and shall not be used for any other purpose without the prior approval of the Director General of the DCS. Moreover, Copies of the micro-data file, obtained from the DCS, shall not be given to anyone else without the prior written approval of the Director General of the DCS.
• The draft report of the Study/Analysis should be submitted to the DCS and the concurrence of the DG, DCS, should be obtained before publishing it. Once published, a copy of the final report should be submitted to the DCS.
