On coastwise trade statistics, the NSO has been recording the movement of commodities by port of origin and port of destination based on the Bureau of Custom's coasting manifests (BC Form No. 78) since 1968. In March 1979, an integrated system for coastwise shipping statistics designed to more efficiently and effectively collect, process and disseminate reliable domestic shipping, trade and port statistics from the Bureau of Customs (BC), Philippine Ports Authority (PPA), Maritime Industry Authority (MARINA), and the Ministry of Public Works, Transportation and Communication (MPWTC)\ was put in place.

On air trade statistics, a data collection and processing system on commodities flowing through the air transport system was operationalized starting with the documents from the Philippine Airlines (PAL), the Civil Aeronautics Board (CAB), and other domestic airlines in September 1977.

On rail trade statistics, a system for the collection and processing of rail commodity flow statistics from the Philippine National Railways (PNR) documents was operationalized in 1978.
Abstract
The Commodity Flow in the Philippines is a compilation system of the National Statistics Office which generates comprehensive statistics on regional commodity flow by mode of transport. The system includes detailed statistics on the quantity and value of coastwise, air and rail trade by commodity, port of origin and destination. A publication is produced annually.

Data on the inflow and outflow of commodities in the different regions are used to construct inter regional and inter-industry relation tables. These serve as bases in the formulation and implementation of the various regional development programs like countryside development and port planning.

- Coastwise trade of all commodities and passenger volume in 45 major ports and 388 municipal and private ports listed by Philippine Ports Authority.
- Air trade of all commodities in 41 Philippine Airlines-operated domestic airports.
- Rail trade of all commodities in 35 Philippine National Railways stations, with only 23 stations are operating.

Supervision
The Provincial Statistical Officer is responsible for the phases of the operation that are to be done in the provincial office. He/she supervises the collection and processing of documents; informs the Regional Administrator (RA) about the status of the collection and processing of documents in his/her province; transmits the processed documents/sheets and diskettes to the central office; prepares monthly progress reports (Appendix B), narrative and financial reports and submits these to the Regional Office.

The PSO submits the reports to the RA for consolidation. All PSOs reports are expected to reach the RA not later than 45 days after the reference month.

The PSO prepares a summary financial report (see Appendix C) specifying the stations covered by the Customs officers, the total number of collected documents and the total number of visits to the designated collection points. This report is expected to be submitted to the NSO Central Office (Chief, Industry and Trade Statistics Division), copy furnished the RA not later than 20 days after the reference month.
Data Collection Notes
The source document for coastwise trade statistics is the Outward Coasting Manifest (Bureau of Customs Form No. 78), submitted by masters of vessels plying the inter-island ports to the collectors of the Philippine Ports Authority (PPA) or their authorized representatives before the vessel leaves the port area. The Philippine Coastwise Passenger Manifest containing Information on passengers commuting, along with the Outward Coasting Manifest, are collected when a vessel carries both cargo and passengers. Otherwise, only one document is collected.The NSO is provided with copies of these documents which are collected by NSO field personnel from the PPA offices in the provinces. The documents collected are sorted, bundled, coded, edited, transcribed into processing sheets, and encoded in the NSO provincial offices. These are then forwarded to the NSO Central Office in Manila for further processing.

The data source for airway trade statistics is the Air Waybill (AWB) issued by the Philippine Air Lines (PAL) to every consignee. The acceptance and sales clerks of PAL prepares an extra copy of every AWB issued and the corresponding sales reports are collected by NSO field personnel. Reports collected from the provincial sales offices are sorted, bundled, coded, edited, encoded in the field before transmittal to the NSO Central Office. Documents collected from the Metro Manila sales offices are transmitted to and processed at the NSO National Capital Region (NCR), then diskettes forwarded to Central Office for further processing. There is no processing sheet for air waybill because codes are written directly into the air waybill.

The basic document used in generating the rail commodity flow statistics is the Daily Report of Outgoing Shipment (DROS) which is the summary of the daily cargoes shipped through the Philippine National Railways (PNR). The information contained in this form are copied by PNR personnel from the express / freight shipping orders issued for the day. These forms, accomplished by station agents, are collected by NSO field personnel. These are then sorted, bundled, coded, edited and encoded in the field before submission to the NSO Central Office for further processing.

The Outward Coasting Manifest contains information on the following:

The Philippine Coastwise Passenger Manifest contains information on passengers commuting through the water transport system.

Coasting Manifest (BC Form No. 78) and Philippine Coastwise Passenger Manifest (BC Form No. 460) are the two basic documents required to be submitted before a vessel is given clearance to leave or clear a port and contains a list of passengers carried by the vessel respectively.

The Air Waybill (AWB) contains, among others, the following information:
1. Station of origin and destination
2. Description of Commodity
3. Actual gross weight
4. Equivalent volume weight
5. Declared value

Air Waybill (PAL Form No. F-O777 A) issued by PAL to every consignee is the administrative form used.

The Daily Report of Outgoing Shipment includes the fiollowing information:
1. Station of origin and destination
2. Description of commodity
3. Volume of shipments
4. Declared Value
5. Freight or express charges

The Philippine National Railways (PNR) uses the Report of Outgoing Shiptments (DROS) as the basic documents in generating the rail statistics which is the summary of the daily cargoes shipped through the PNR.

Other Processing
The Provincial Office personnel do the manual processing of documents. The documents are processed and simultaneously transcribed in the processing sheets.

The processed and bundled documents / processing sheets then undergo data entry and machine validation (i.e., completeness and consistency checks).

All data processing activities from data entry, validation, completeness check, compilation, and tabulation up to maintenance of data files of previous years utilize the Domestic Trade Data Processing System (DT-DPS), a Windows-based application running on CSPro 2.3.

If quantity and value are not given within coasting manifest gathered, the value is estimated based on the prevailing unit price in the area, transcribing the data into the processing sheet (PS) sheets.

The compilation of the Commodity Flow of the Philippines conforms to the provisions of confidentiality stated under Section 4 of Commonwealth Act No. 591, which says that the "Data furnished to the Bureau of Census and Statistics (BCS) now known as the National Statistics Office, by an individual, corporation, partnership, institution or business enterprise shall not be used as evidence in any court or in any public office either as evidence against the individual, corporation, association, partnership, institution, or business enterprise from whom such data emanates; nor shall such data or information be divulged to any person except authorized employees of the BCS acting in the performance of their duties; nor shall such data be published except in the form of summaries or statistical tables in which no reference to an individual, corporation, association, partnership, institution or business enterprise shall appear."
Access conditions
Authorization to use this data is granted only to the client or data user and persons within its organization, if applicable. Under no circumstances shall the client reproduce, distribute, sell or lend the entire data or parts thereof to any other data user apart from himself or that of authorized employees in his organization. The NSO shall hold the data user fully responsible for safeguarding the data from any unauthorized access or use.

Before being granted access to the dataset, all users have to formally agree:
1. To make no copies of any files or portions of files to which s/he is granted access except those authorized by the data depositor.
2. Not to use any technique in an attempt to learn the identity of any person, establishment, or sampling unit not identified on public use data files.
3. To hold in strictest confidence the identification of any establishment or individual that may be inadvertently revealed in any documents or discussion, or analysis. Such inadvertent identification revealed in her/his analysis will be immediately brought to the attention of the data depositor.
Citation requirements
Any report, paper or similar articles, whether published or not, emanating from the use of this data shall give appropriate acknowledgement as suggested herein, “Commodity Flow of the Philippines 2008, National Statistics Office, Manila, Philippines”, as the source of basic data. The data user or client is encouraged to provide NSO with a copy of such report, paper or article.
